Summary:

Analyzes, plans, designs, implements and administers Emergency Medical Services (EMS) programs as well as other department-wide and community-oriented programs, including Advanced Life Support (ALS), Basic Life Support (BLS), Continuous Quality Improvement (CQI), immunizations, problem resolution and certification and recertification of both EMS instructors and providers.

Essential Duties and Responsibilities:

  • The Education Manager is responsible for the oversight of all training and education aspects of the organization.
  • Responsible to update, promote and facilitate a Total Quality Management process, including the utilization of a Quality Leadership Council and Field Training Officer program including Q.A./C.Q.I.
  • Oversight of the SVEMS - A.H.A. C.T.C., PA DOH Continuing Education site, SVEMS Training Academy.
  • Serves as a liaison between the Fire Department and hospitals, medical direction authorities, ambulance supervisors and other agencies regarding EMS activities, procedures and policies.

 

  • The position includes the authority and responsibility for the direct and indirect clinical supervision and general oversight of all of the Operational Staff and Paramedic/PHRN Field Supervisors.
  • Evaluates EMS data, identifying methods of providing effective emergency medical care, identifying methods to correct complex medical issues and patient care delivery situations and designing quality assurance programs to measure program outcome and effectiveness.
  • Conducts research and analysis of current and future EMS issues and trends to ensure quality medical services. Assists in accomplishing established overall organizational goals through program management, provider and system evaluation and quality assurance.

 

  • Consistently engage in problem and conflict exploration review, analysis and resolution strategies consistent with this job description as well as Organizational Policies and Procedures.
  • Plans, organizes and develops lesson plans for BLS and ALS training programs in conjunction with the Pennsylvania Department of Health Services.
  • Meets regularly with the Management Team concerning patient situations to resolve clinical and administrative problems.

 

Other Duties:

  • Assure staff compliance to respective job descriptions.
  • Recommend to the Operations Manager. and Service Medical Director clinical remediation versus disciplinary action of clinical staff.
  • Administer basic and advanced life support care to patients at the scene and during transport according to established ALS treatment protocols, EMT-Paramedic Standards of practice and in accordance with Pennsylvania EMS legislation.
  • Assure assigned vehicle and equipment are in good working order and are appropriately stocked and equipped.
  • Provide supplemental staffing within operation sector as required.
  • Evaluate new equipment, devices or treatment techniques as approved by the Medical Director and Operations Manager.
  • On-scene incident management command within SVEMS response area or as requested by LCWC.
  • Monitor and reassign personnel and/or unit deployment based upon system status plan.
  • Perform initial investigation and documentation of SVEMS vehicle accidents, personnel injuries, blood borne or airborne pathogens exposures to SVEMS personnel and incidents involving injuries to the general public or property damage.
  • Assist in resolving dispatch, system status and operational difficulties or concerns as necessary, as well as the daily supervision of the operations for the organization or as a field provider when required.
  • Assist the supervisor with a variety of other duties as assigned. The above specified tasks may not be the only duties assigned. Employees will be required to carry out any other job-related instructions requested by their supervisor, subject to reasonable accommodations.

Requirements

Minimum Qualifications:

 Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree from an accredited institution in Nursing, Education, Fire Science, Emergency Medical Services, or related field. Requires a minimum of four (4) years’ experience as Paramedic, Emergency Room Nurse, Pre-Hospital Flight Nurse, Fire Department EMS Coordinator, Pre-Hospital Manager/Coordinator or Pre-Hospital Educator.

 

Additional Requirements:

 

  • PA Dept. of Health EMT-P, PHRN Certification or RN License
  • Current AHA Instructor certification for CPR, ACLS, and PALS
  • Current other assorted EMS certifications and Instructor status
  • EVOC or equivalent
  • Hazmat Operations (required within 90 days in position)
  • Valid PA driver’s license
  • Must have strong customer-service and team orientation.

 

Supervisory Responsibilities

  • Oversight as primary supervisor for the Education Team.
  • There will be times the Education Manager will be acting as Duty Supervisor, supervises daily shift activities including but not limited to monitoring tardiness, proper uniform compliance, and completion of assigned duties within appropriate time frames, response of personnel to calls within appropriate time frames and appropriate utilization of PPE.

Physical Demands:

In a normal workday, the employee must be able to:

  • Stand 1-4 hours
  • Sit 1-4 hours
  • Walk 1-4 hours
  • Drive 4-6 hours
  • Lift/carry 20 lbs. maximum; frequently lift/carry up to 10 lbs.

The employee must be able to use his/her upper extremities for repetitive:

  • Simple Grasping
  • Pushing/Pulling
  • Fine Manipulation

The employee must be able to:

  • Frequently bend at the waist, squat at the knees, and reach above shoulders
  • Occasionally climb, kneel, crawl and use feet (foot controls)

  • Normal memory, taking into consideration the amount and type of information
  • High complexity of decision making
  • High time pressure of decision making

 

Decision Making

Education Manager, Field Supervisors and ALS Providers are required to multi-task several projects as well as manage the day to day activities all at once.

 

Financial Responsibilities

Management Team members have a financial responsibility to the Company in making sure that overtime and over expenses are kept to a limit.

Work Environment

The work environment may include some or all of the following:

  • Inside and outside environment
  • Repetitive activities (performance of the same physically demanding activity)

  • May come in contact with hazardous materials

  • Various work sites required for this position.
