Job Title:          Chief Operating Officer

Reports To:       Chief Executive Officer        

FLSA Status:     Salaried-Exempt      





Purpose of this position is to manage the day-to-day operations and to meet the values, guiding principles, operating and strategic goals of SVEMS. A COO must work to meet the business objectives of the organization by ensuring internal and external customer satisfaction and positive community relations, retaining profitable market share and driving non-acquisition growth.


Essential Duties and Responsibilities

  • Demonstrate that internal customers are as valuable as external customers; project appreciation and respect for all team members.
  • Analyze markets and develop plans which match the supply of out-of-hospital healthcare services appropriately to meet customer demands
  • Negotiate contract provisions and modifications. Participate in the resolution of issues with members of community and political groups and other agencies.
  • Keep current on industry trends that have potential impact on the division.
  • Plan, control and monitor operating budgets for assigned areas of responsibilities.
  • Participate in marketing activities and business development to increase revenues and decrease costs.
  • Prepare and analyze financial and other data reports. Make modifications to operations to contain costs.
  • Assist the Business Manager with oversight of operational employees when it comes to billing documentation, accounts payable and the budget process and assure that controls are in place to maintain data integrity.
  • Assist the Business Manager with the Human Resource process which includes, but is not limited to, staffing, payroll, training, Worker’s Compensation claims, discipline and any other HR issues within the scope of this job description.
  • Ensure compliance with SVEMS policies and procedures.
  • Ensure continuous quality improvement through clinical management, communications center, and protocol interaction.
  • Pursue relationships with local and regional health care affiliates and local and state agencies to enhance and expand our operations
  • Establish a program for disaster planning and take control of situations as needed during times of disaster.
  • Establish goals and objectives for field operations based upon communicated goals and strategies for the region, and clearly communicate these goals and objectives to the appropriate employees.
  • Manage the recruitment, retention, development, and formal recognition of employees.
  • Provide direction, clarity of expectations and coaching to supervision.
  • Manage employee performance by setting and communicating standards, measuring results and providing feedback. Act as a resource to employees in resolving problems and increasing effectiveness.
  • Ensure consistent and fair treatment of employees.
  • Role model appropriate behavior regarding SVEMS Vision and Guiding Principles.
  • Monitor and ensure compliance with OSHA, EEO, and other applicable local, state, and federal laws governing business and employee relations.
  • Modify jobs or roles of supervisor and field employees to increase job satisfaction and employee development.
  • Actively develop, train and promote the use of work teams for process improvement.
  • Ensure effective, timely and cost-efficient contract administration.
  • Volunteer in community activities to increase the image of the division and SVEMS.
  • Implement changes to integrate operational initiatives associated with organizational strategy.
  • Ensure effective risk management (e.g., workers’ compensation, safety) through proactive education and training programs.
  • Oversight of logistics (including the fleet of vehicles) in a cost-effective manner.
  • Administer the capital budget to ensure effective use of available resources.
  • Adhere to all company policies and procedures. Adherence to and compliance with information systems security is everyone’s responsibility. It is the responsibility of every computer user to: Know and follow Information Systems security policies and procedures. Attend Information Systems security training, when offered. Report information systems security problems.
  • Mentor employees, conduct performance evaluations, counsel and provide disciplinary actions to assigned personnel, and works to facilitate individual and team development that drives positive results. Responsible for compliance with and enforcement of company/department policies and procedures.







  • Bachelor’s Degree or equivalent in Business Administration, or Hospital or Health Administration from an accredited college or university.
  • Minimum 10 years’ supervisory or management experience with a community or hospital-based EMS organization.
  • Must be proficient (Intermediate level) with Microsoft Office suite. Must be able to learn new systems including, database, dispatch and other legacy systems maintained by SVEMS.
  • Current driver’s license and clean driving record.
  • Current state licensed EMT-P/PHRN, ACLS and CPR.
  • Must be able to speak, write and communicate in English.



  • Post Bachelor’s studies or degree a plus.
  • Instructor credentials a plus.




Ability to sit for long periods, including large amounts of data entry and use of a computer or other office electronic equipment. Must be able to perform and EMT/Paramedic duties which would include unstable, dirty, noisy or otherwise potentially unsafe operations. Must be able to work extended hours and needed and travel to all outlying stations as needed.
