Summary
The Emergency Medical Services Team Manager is responsible for managing the operations for the basic ambulance service (UMEMS) providing emergency medical services to the University of Minnesota Twin Cities campus as well as managing and administering the State of Minnesota EMSRB Training Program. This position is also responsible for coordinating Emergency Management functions as assigned. Duties include managing a team of paid staff and volunteers, working with partner organizations and individuals, and managing and overseeing scheduling, training, procurement for the team. Duties also include leading instruction of Emergency Medical Responder and Emergency Medical Technician courses. This position reports to the Director of Emergency Management. This position is expected to follow and support University Services core values: Excellence, Integrity, Accountability, and Stewardship.
Major Responsibilities

60% Program Administration:
• Hire field training officer employees and direct selection of volunteers for the program. 
• Direct the activities of field training officers who are responsible for supervising and/or training volunteers.
• Review and approval of payroll for employees.
• Ensures the appropriate mix and number of staff to meet operational needs and relevant standards as available resources allow.
• Make recommendations on the budget for the program and participate in management of the payroll and equipment budgets.
• Develops, implements and evaluates documentation of patient care according to department policies and procedures.
• Develops, implements and directs patient care delivery systems and/or EMS protocols for UMEMS.
• Supervises the maintenance and/or maintains accurate records and files.
• Ensures staff education requirements are met and that assigned staff credentials are maintained current.
• Supervises the maintenance and/or maintains accurate records and files.
• Direct and provide training programs to ensure compliance with state and national laws and standards. 
• Resolve concerns and issues within the team or from the community. 
• Ensure units are correctly billed on a timely basis for services. 
• Lead team meetings and engage in other regular contact with the team. 
• Maintain and develop policies and procedures to guide the work of the team. 
• Work closely with the program’s Medical Director to ensure effective operations.
• Work with DEM to manage all automatic external defibrillators on campus.  
• Oversight and management of essential team functions to include maintenance of event management and event billing, reviewing approving payroll, and supervision of employees.
• Oversight and management of EMR and EMT training programs.
• Oversight and administration of the “HeartSafe Campus” AED program on all University of Minnesota Campuses.
• Collaborate with other public safety department to coordinate and administer customized EMS training as needed.

10% Outreach:
• Make and maintain contacts in the EMS and University communities to facilitate the work of the emergency services program. 
• Develop relationships and direct activities to recruit volunteers and employees for the program.

5% Emergency Medical Service: 
• Work at events providing emergency medical services as needed. 

25% Emergency Management duties as assigned

Requirements

Required Qualifications      
• Requires BA/BS with at least 6 years of experience working in an emergency services position (Police, Fire, EMS, etc.)   
• EMT-Basic or higher certification with the State of Minnesota. 
• DOT-Instructor certification, or attained within first 6 months of employment.
• CPR-Instructor certification, or attained within 1st year of employment

Preferred Qualifications
• At least 2 years of administrative/leadership experience. 
• Prior dispatching experience. 
• Prior disaster response experience. 
• Experience and knowledge of BLS ambulance services. 
• EMS teaching experience. 
• Metro contacts in training programs, hospitals, and ambulance services.
• Excellent verbal and written communication skills, including the ability to effectively resolve concerns and disputes. 
• Proficiency with office productivity software (e.g. Microsoft Word, Excel). 

Qualifications Essential to this Position
• Must possess a valid driver’s license. 
• Must pass a background check.  
• Good understanding of organizational structures and priorities in a large geographically de-centralized organization.
