The individual in this position is responsible for overseeing all administrative functions related to the Kent County EMS Medical Control Authority.  In this capacity, the director is responsible for providing or delegating staff support to various Kent County EMS Medical Control Authority committees including, but not limited to, the preparation of meeting agendas and minutes, correspondence and other tasks, as may be delegated by the Board of Directors through its Chair.  This individual works closely with the EMS Medical Director to ensure that the Kent County EMS system is operated in a manner consistent with the state law and policies, procedures and dictates prescribed by the Medical Control Authority.  Duties include:

1.       Build, nurture, and maintain positive relationships with community and healthcare-provider            leaders to identify issues relevant to KCEMS services and constituencies and serve as                      advocate for KCEMS interest.

 2.      Monitor the KCEMS policies and procedures to determine compliance with State rules and              regulations.

 3.       Establish financial systems and monitor corporate funds to include annual budget, monthly financial statements, assessments collection, expense tracking, etc., ensuring compliance with all State and Federal financial management regulations.

 4.       Ensure effective systems are in place for addressing complaints and incident reports related to EMS operations in collaboration with the Medical Director.  Track the various aspects of incidents and bring them before the Medical Director.

 5.       Analyze and interpret the EMS State legislation and related rules and regulations relative to the Kent County EMS system and act accordingly if changes in KCEMS policies or procedures are needed.

 6.       Serve as liaison with local, county, regional, state and federal agencies.  Serve on State committees as needed.

 7.       Be on call, or provide staff, 24/7 to the Kent County Emergency Operations Center for disaster activation to coordinate resources for hospital/EMS services.  Provide coordination for regional resources to/from Kent County with surrounding counties.

 8.       Actively participate in the West Michigan Regional Medical Control Consortium (WMRMCC) and other regional committees.

 9.       Serve as liaison and facilitate communications between Kent County hospitals and EMS providers and their agencies.

 10.    Manage Kent County Medical Control Authority office and staff, including, but not limited to the following:

          Procurement of equipment, supplies and services, as authorized by the Medical Control

          Authority.

          Prepare annual revenue and expense budgets.

          Process payroll reports, as required.

          Approve and process expenditure payments as authorized by the Medical Control Authority/

          Board of KCEMS.

 11.   Manage staff as assigned:

         Maintain benefits program as directed by the Board of KCEMS.

         Conduct annual performance appraisals.

         Oversee hiring, onboarding, and performance management process for staff.

 12.    Provide staff support to various Kent County EMS activities, as directed by Board through its Chair or the Medical Director.  This includes preparation of meeting agenda/material for the Board of KCEMS, Advisory Council and other committees assigned.

 13.    Manage all contracts entered into by the Medical Control Authority.

 14.    Collaborate with the Board of KCEMS on development and implementation of strategic plans and annual goals and objectives.

 15.    Prepare and present annual KCEMS report for the system stakeholders.

 16.    Serve, along with the Board President and/or the Medical Director, as the public face and voice of KCEMS.

 17.    Other duties as assigned by Board or Medical Director of KCEMS.

 

Requirements

Baccalaureate or Master’s Degree in Business, Public Health, or Healthcare Administration or related field, or equivalent level of other training and experience.

Proficiency with common computer programs including word processing, spreadsheet and data management.

Proven leadership with progressive responsibilities in fiscal, process improvement, and process management.

Demonstrated ability to resolve conflict and build consensus where multiple competing priorities exist.  Healthcare or EMS experience desirable.
