Summary:

Under the direction of the President, the Chief Financial Officer is responsible for creating and maintaining an effective financial management program. Financial management activities include accounting, budgeting, financial planning, reporting and analysis, cash management, financial aspects of retirement plans and other financial matters as may be necessary to provide for continued financial stability.  

 

Major Duties andResponsibilities:

  • Provides day-to-day leadership and management reflecting EMSA’s mission, vision and values.

  • Analyze the financial and economic aspects of all Authority business activities as they relate to current, near-term and long-term financial requirements.

  • Perform regular analysis of the Authoritys current financial position to identify any significant deviations from sound financial planning from the allocation of capital funds; develops and recommends financial realignment when necessary.

  • Formulates and maintains the principal financial policies of the Authority.

  • Formulates and maintains the accounting policies of the Authority ensuring they are in accordance with accepted principles for governmental entities.

  • Develop and maintain policies and procedures on budgets, business planning, forecasting, financial reporting and performance measurement.

  • Develop, or recommends when appropriate, and implements a comprehensive system of financial reports to provide the President and the Board of Trustees with pertinent information concerning the operating results of each Division within the Authority.

  • Ensure all members of top management are provided with required operating and financial data on a timely basis enabling them to control their individual areas of responsibility and meet established budgets and goals.

  • Coordinate and prepare the annual financial business plans and long-range plans related to overall Authority objectives, including projections of revenues, costs, net income, long-term financial position, long-term cash position and capital requirements. Analyzing the plans and making recommendations for executive actions to ensure the business plan is realistic and viable from a financial viewpoint.

  • Review the financial progress of the Authority, comparing results with approved plans. Submitting reports and recommendations for financial realignment to the President.

  • Develop, implement and manage an adequate system of internal controls that provides protection of assets and accurate reporting of performance to management.

  • Coordinate, implement and manage the business systems required to operate the Authority, placing emphasis on the development and maintenance of adequate internal controls.

  • On behalf of the Authority, establish and maintain contact with and report accounting and financial data to government bodies as necessary.

  • Ensure the Authority follows all applicable laws, rules and regulations pertaining to taxes.

  • Supervise the Accounting Manager and any other members of the financial team.

Requirements

QualificationRequirements:

    • Minimum bachelors degree in accounting and/or finance.

    • Certified Public Accountant Certification preferred or ten (10) years continuous financial management experience; public accounting experience is desirable.

 

Skills:

    • Excellent oral and written communication skills.

    • Effective team building and task management skills.

    • Strong analytical and technical skills.

    • High level of objectivity.

 

PhysicalDemands:

Normal activity typical for work performed mainly in a normal business office setting. Occasional light and moderate listing exceeding 25 pounds. Occasional standing, walking, bending and stooping are secondary to main elements of this position. Vision and hearing normal or correctable to within normal limits.
