Loudoun County Fire and Rescue is seeking qualified applicants for a regular, full-time position as an EMS Training Officer. Duties include but are not limited to: Complete essential elements of course coordination for each assigned program and manage elements in a timely and professional manner, as well as handle all associated scheduling, staffing, and quality assurance for assigned programs. Provide course coordination, accurate instruction commensurate with prescribed program learning objectives, and prepare lesson plans using current educational methodology. Employ effective instructional practices and media to promote learning. Provide reports as requested or required. Promptly schedules Training Academy facilities and other shared resources to avert scheduling conflicts. Responsible for timely communication of procurement requirements to EMS Training Manager or designee. Assists in training at the hazardous materials awareness level, monitors safe and effective actions by students and other instructors, as prescribed by relevant operational protocols. Will also provide supervision over career and volunteer personnel who are students, as well as those who may be working in the capacity of part-time instructors for the course/program. Thorough knowledge of the theory, principles, practices, methods and techniques of, basic life support training and/or advanced life support training dependent on assigned program(s); thorough knowledge of instructional theory, methodology and approach for the various disciplines; knowledge of the principles and practices of department services; thorough knowledge of the latest educational tools available and used in the county; essential knowledge of database management, spread sheets, PowerPoint presentations, word processing and other computer driven programs used in the Training Division; thorough knowledge and able to teach the current model of the incident command system and the mass casualty incident management plan from the Virginia Office of EMS that is used by the County; general knowledge of occupational hazards and safety precautions in a teaching environment. Ability to perform physical tasks associated with class management in various environments and emergency response activities; ability to effectively supervise classroom activities, instructors, and students; able to remain calm to analyze critical situations and to adapt quick, effective and reasonable actions with regards to situations and circumstances that may arise while performing teaching activities; ability to direct others, effectively communicate requests, directions, orders and occasionally work independently in a teaching setting; ability to communicate effectively verbally and in writing; ability to interact effectively with other departments, both inside and outside the County on various committee assignments. Must be able to have a good working relationship with volunteer agencies and officers; able to effectively communicate over the phone with internal and external customers and provide prompt follow up to messages, requests and other inquires. Must be able to submit and follow through on required paperwork with local and state agencies in a timely manner; must be able to work with station officers to assist and guide them in the development of station drills and training.

Requirements

Any combination of education and experience equivalent to a Bachelor’s degree in EMS or related field, and 3 years’ experience in fire/emergency medical services training and education. Required certifications: EMT or higher EVOC II, N.F.P.A. Haz-Mat Awareness, CPR-HCP (or equivalent). Valid driver’s license required. AED/King Airway and Bloodborne Pathogens required within 6 months of hire. Prefer 5 years directly related experience. Preferred certifications: VAOEMS Education Coordinator, EMT I/P, CPR-Instructor, ACLS-Instructor, PALS-Instructor.

This position is critical in nature and considered essential/emergency personnel subject-to-call during local emergencies for purposes of emergency/crisis management to include being “on call” or responding to emergency situations. In the event of an emergency, employee may be required to work and/or may be assigned to the Emergency Operations Center or elsewhere to carry out the essential functions of County Government. As a certified EMS provider, a "duty to act" prevails whenever this employee is confronted with an emergency incident for which he/she is trained to perform. Must lift and move heavy objects up to 50 lbs., perform training under various conditions and environments.
