Job Summary

This position is responsible for managing quality assurance programs for the Borough EMS system.
 
Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.
 
This is a non-bargaining unit management position.

Duties/Responsibilities

  •  Develops, implements and manages a comprehensive quality assurance program.
  • Reviews and updates quality assurance processes and measurement tools.
  • Gathers, analyzes, and interprets operational data to prepare and disseminate pertinent reports to internal and external customers.
  • Gathers and forwards clinical data obtained via direct field observation and/or electronic/digital monitoring to EMS Medical Director and clinical staff to ensure patient care quality in accordance with accepted standards and to ensure adherence to state regulations and MSB protocols.
  • Coordinates with EMS Operations Chiefs, Medical Director(s) and EMS training staff to identify, address and correct deficiencies or inconsistencies noted in clinical care provided by EMS employees.
  • Serves as EMS Division subject matter expert and ensures compliance with local, state and federal regulations.
  • Coordinates with risk management staff and with state and federal agencies on matters related to compliance reviews, audits, and investigations.
  • Develops, implements, and maintains patient survey procedures; analyzes and reports survey results.
  • Functions as the DES HIPAA compliance officer.
  • May be called upon for operational duties such as ambulance staffing and direct patient care at the discretion of the Deputy Director-EMS.
  • When staffing the EOC performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident.
  • Performs related duties.

Requirements

Minimum Requirements

Baccalaureate degree in a course of study related to the occupational field.  Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis. 

Five years of progressively responsible experience in in the field of pre-hospital medicine, sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, including one year of supervisory experience.

Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

Possession of or ability to readily obtain appropriate state EMS certification/licensure.

Must be able to successfully complete a valid pre-employment drug screen, pre-employment and annual physical ability test (PAT), and a post-offer physical exam.

Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.
