Job Title: Director, Emergency Medical Services

Location: County Administrator - Greenville, South Carolina

Minimum Salary: $78, 927.07


Job Description

Under limited supervision, plans, directs, manages and administers the Emergency Medical Services for Greenville County. Ensures compliance with all federal, state and local rules, regulations, laws, and ordinances. Works under stressful and time restrictive conditions. Reports to the County Administrator. Responsible for the operation of all Emergency Medical Services provided to the citizens of Greenville County, and the resources provided to perform that operation. Responsible for Emergency Medical Dispatch including ground units, licensed air medical units and some Fire Department Dispatch. Responsible for EMS Billing operations, including development and adherence to policies and processes applicable to federal and state mandated guidelines, maximization of revenues and reconciliation. Recommends/specifies EMS resources needs and deployment strategies to County Administrator and County Council which are identified as necessary for ensuring consistent and appropriate response of those resources to all citizens and visitors to Greenville County. Develops and directs disaster plans that coordinate EMS resources and services effectively with other agencies, private industry and other outside business. Negotiates mutual aid contracts with associated emergency response agencies. Coordinates periodic reviews of fire districts within Greenville County to assess their capabilities and availability to respond to emergency medical calls. Assists these fire districts with defining the resources needed to develop and enhance this capability. Prepares, develops and submits annual budget, grant applications and participates in bid specification development. Read and interprets, inspects, and audits reports, and other data information; prepares operational/management reports, records, documents and other required materials; researches statistics, prepares studies, makes presentations as necessary. Develops and enforces policies and procedures for division; responsible to ensure that all EMS employees follow all safety and/or OSHA procedures. Extensive knowledge of principles of emergency planning, public safety and EMS management; thorough knowledge of federal, state and local laws, regulations, ordinances that pertain to EMS programs and services; thorough knowledge of supervisory skills and ability to provide leadership and assistance as needed; ability to operate computer to perform complicated calculations, to create database and spreadsheets and to monitor the EMS division's adherence to budget guidelines; comprehensive knowledge of emergency care, County, departmental/divisional policies and procedures; comprehensive knowledge of, and ability to operate, all job-related medical and communications equipment; ability to communicate effectively orally and in writing; ability to interview and assess pertinent patient information from patient or others; ability to follow and/or give instructions/directions; ability to read and interpret written, oral and diagnostic form instructions. Responsible for recruitment, training, supervision of EMS staff; recommends termination of EMS staff to the County Administrator if necessary; responsible for maintaining an in-service training program for all EMS personnel that complies with state regulations' communicates and interacts effectively with others; serves as a liaison or representative for EMS at the national, state, and local level; exercises good customer service techniques, such as listening, effective communications and problem solving. Attends required meetings; meets with boards and/or committees to review local and state EMS related policies and procedures; conducts public relations as required; ability to document, in writing, all relevant information in prescribed format in light of legal ramifications of such; ability to prepare and/or conduct research; ability to conduct research and prepare reports and make presentations; ability to use appropriate judgment, remain calm, and to function efficiently in stressful conditions that may include: environments with loud noises and/or flashing lights, life-threatening and/or high-risk situations, confined spaces, low light, adverse or varied environmental conditions, under time constraints, and/or other challenging or ever-changing surroundings; ability to foster, develop and work in a team environment.

Requirements

 

A Bachelor’s Degree, (Master's Degree preferred), in Public Health Administration or related field with at least ten years of experience in Emergency Medical Services, with considerable experience at the supervisory level (i.e. Lieutenant or higher), or any equivalent combination of education, training, and experience which provides the knowledge, skills, and abilities required for the position; must possess a valid driver's license.
