This position is responsible for the direction of EMS clinical/educational services ensuring quality and appropriateness.  The position is responsible and accountable for the planning, organizing, directing and evaluating EMS service according to and in compliance with company policy, state regulatory guidelines and accrediting body standards. In addition the Clinical Director is responsible for the direct management of the quality improvement and clinical education initiatives that are put forth by the Medical Director and/or the VP of Clinical Practices and Education to ensure the highest possible level of clinical care.

ESSENTIAL DUTIES AND RESPONSBILITIES: (Responsibilities include, but not limited to)

  • Under the direction of the VP of Clinical Practices and Education, develops, initiates, maintains and revises clinical policies and procedures for their region.
  • Responsible for the ongoing development and implementation of the QI process as required by the Medical Director and Company Policy.
  • Supports, coordinates and implements the QI process utilizing the Clinical Staff, Supervisors and FTOs.
  • Monitor compliance with training guidelines which meet or exceed Texas Department of State Health Services EMS certification regulations.
  • Ensures proper communication between staff.
  • Develops and reviews comprehensive training curriculums as directed to reflect all current and new State and Federal regulations.
  • Evaluates and defines on-going training needs identified through the QI process.
  • Leads processes and actions needed to identify continuing education learning objectives, monitor outcomes and ensure consistent learning methodology is used.
  • Monitors the performance of the FTO program on a continuing basis taking appropriate steps to improve its effectiveness.
  • Ensures training and development services remain within budget and meet quality criteria and business needs.
  • Work with local leadership, VP of Clinical Practices and Education, and Medical Director to adopt and author protocols.
  • Ensures required training is completed by all employees and skills evaluations on an annual basis.
  • Identifies potential areas of clinical compliance vulnerability and risk, develops and implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
  • Monitor and keep abreast of changes in national, state and local regulations regarding the clinical application of skills.
  • Maintain oversite of employee training rosters and expiration dates.
  • Develop educational plans to achieve results and ensure alignment with company goals and objectives through employee training and development initiatives;
  • Assess, plan, identify and implement employee education strategies for all levels of the organization;
  • Confer with VP of Clinical Practices and Education, Medical Director and management to identify training required to support the company’s growth and direction;
  • Direct training staff and provide classroom training and e-learning materials to support a variety of operational initiatives;
  • Evaluate the effectiveness of EMS training programs and provide recommendations for improvement.
  • Develop and support educational initiatives that support employee engagement.
  • Coordinate company mandated training sessions.
  • Coordinate and/or provide all CE “card classes” i.e., AMLS, PHTLS, ACLS, PALS
  • Adhere to all company policies and procedures.
  • Maintain a professional demeanor and appearance while at work.
  • Travel would be required for training, monitoring responsibilities and educational seminars. Ability to travel up to approximately 40%.

  • Previous knowledge of medical QI process.

  • Possess and maintain a valid driver's license and is insurable.


  • Works around standard office conditions, repetitive use of a keyboard at a workstation, and use of manual dexterity. Standing for training delivery.


  • Preferred Bachelor's degree or equivalent work experience, or an Applied Science degree specifically in paramedicine from a CAAHEP accredited college with a minimum of 5+ years EMS experience
  • Current EMT-P Certification from TDSHS or Reciprocity eligible.
  • 5+  years of EMS Experience
  • Paramedic level certification for 3+ years
  • Prior EMS Teaching Experience with at least 1+ year(s) college level instruction desired
  • Must have or must obtain (within 6 months) instructor certifications in AMLS, PHTLS, PALS and ACLS
